O objetivo era dar tempo suficiente para que toda a cadeia fizesse os estudos e investimentos necess\u00e1rios para o desenvolvimento t\u00e9cnico, a fim de atingir os objetivos estabelecidos. Outras dependiam do poder p\u00fablico, como programas de inspe\u00e7\u00e3o veicular e de renova\u00e7\u00e3o da frota circulante.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Dados do Ibama (Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renov\u00e1veis) mostram que, antes de o programa come\u00e7ar a vigorar, a emiss\u00e3o m\u00e9dia de mon\u00f3xido de carbono de um ve\u00edculo leve a gasolina era de 54 g\/km. Logo na primeira fase do Proconve, a L1, que entrou em vigor em 1988 (portanto um ano e meio ap\u00f3s a cria\u00e7\u00e3o do programa), o limite m\u00e1ximo de CO2 foi fixado em 24 g\/km, um corte de quase 50%.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Al\u00e9m do conhecido mon\u00f3xido de carbono (CO), o Proconve tamb\u00e9m estabeleceu limites cada vez mais restritivos a outros gases poluentes, resultantes da combust\u00e3o de gasolina, etanol e diesel: hidrocarbonetos (HC), \u00f3xidos de nitrog\u00eanio (NOx) e alde\u00eddos (CHO), al\u00e9m de material particulado (MP). Tamb\u00e9m, foram estabelecidos limites para a evapora\u00e7\u00e3o de combust\u00edvel contido no ve\u00edculo e para o ru\u00eddo feito pelos ve\u00edculos ao trafegarem.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Entre a fase L1 (de 1988) e L6 (2014), a redu\u00e7\u00e3o na emiss\u00e3o de mon\u00f3xido de carbono pelos ve\u00edculos leves chegou a 95%. Da mesma forma, os hidrocarbonetos tiveram queda de 98%, \u00edndice similar \u00e0 redu\u00e7\u00e3o de \u00f3xidos de nitrog\u00eanio (96%). J\u00e1 a emiss\u00e3o de alde\u00eddos caiu 87%.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Quanto ao controle sobre ve\u00edculos pesados, entre a fase P2 (1994) e P7 (2012) os n\u00edveis emitidos de \u00f3xidos de nitrog\u00eanio diminu\u00edram 86%, enquanto o material particulado caiu 95% da fase P3 (1996) para a P7.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">O relat\u00f3rio &#8220;Emiss\u00f5es Veiculares no Estado de S\u00e3o Paulo&#8221;, publicado pela Cetesb (Companhia Ambiental do Estado de S\u00e3o Paulo), deixa claro que a forte redu\u00e7\u00e3o de poluentes na atmosfera do Estado de S\u00e3o Paulo ocorreu apesar do aumento da frota circulante e da aus\u00eancia de pol\u00edticas duradouras de inspe\u00e7\u00e3o veicular.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">O estudo revela que no per\u00edodo entre 2006 e 2018, mesmo com a eleva\u00e7\u00e3o da frota no Estado de 8,6 milh\u00f5es para 14,4 milh\u00f5es de autove\u00edculos, a redu\u00e7\u00e3o ambiental de CO2 foi de 52%, enquanto o material particulado caiu 58% e os hidrocarbonetos ca\u00edram 49%. Infelizmente, essa medida raramente foi aplicada. Houve exemplos isolados, como a inspe\u00e7\u00e3o na capital paulista e no Estado do Rio de Janeiro, mas sem continuidade.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Com o fim do contrato entre a prefeitura de S\u00e3o Paulo e a Controlar, no final de 2013, a maior cidade do Brasil (e onde se concentra a maior parte da frota do Pa\u00eds) interrompeu o controle de emiss\u00f5es da frota circulante. De acordo com a Cetesb (baseada em dados de 2019), a regi\u00e3o metropolitana da capital concentra 11,5 milh\u00f5es de ve\u00edculos em circula\u00e7\u00e3o, o que corresponde a 75% do total do Estado (15,4 milh\u00f5es).<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Como mais de 6 milh\u00f5es (39%) desse volume t\u00eam idade superior a dez anos, o \u00f3rg\u00e3o ambiental salienta que isso pode agravar problemas relacionados a emiss\u00f5es, devido ao fato de que s\u00e3o ve\u00edculos que atendem a fases do Proconve j\u00e1 superadas h\u00e1 muito tempo, e que al\u00e9m disso sofreram deteriora\u00e7\u00e3o natural ao longo dos anos.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Ainda segundo a Cetesb, al\u00e9m de controlar os n\u00edveis de emiss\u00f5es, a inspe\u00e7\u00e3o peri\u00f3dica traz benef\u00edcios indiretos como a conscientiza\u00e7\u00e3o da manuten\u00e7\u00e3o preventiva, redu\u00e7\u00e3o de acidentes e renova\u00e7\u00e3o de frota, entre outros.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Estudo elaborado pelo laborat\u00f3rio de polui\u00e7\u00e3o atmosf\u00e9rica da Faculdade de Medicina da USP e a consultoria Environmentality estimou que entre 1996 e 2005, 50 mil vidas foram poupadas em seis capitais brasileiras gra\u00e7as \u00e0 redu\u00e7\u00e3o de emiss\u00f5es resultante do Proconve.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">O trabalho concluiu que os governantes economizaram US$ 4,5 bilh\u00f5es em gastos com sa\u00fade p\u00fablica. Ainda de acordo com o estudo, publicado pelo Ibama, apenas na regi\u00e3o metropolitana de S\u00e3o Paulo o programa evitou 3,41% das mortes de adultos acima de 25 anos por doen\u00e7as cardiovasculares, 3,39% por problemas respirat\u00f3rios e 5,41% por c\u00e2ncer no pulm\u00e3o.<\/p>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\">Mas o trabalho ressalta que, apesar disso, muito ainda precisa ser feito. Na \u00e9poca do estudo, calculava-se que nove pessoas ainda morriam por dia devido \u00e0 polui\u00e7\u00e3o em S\u00e3o Paulo.
